In the past 8 months, we have had 8 visits from techs, including two level 2/senior techs to fix our insane upload latency issues during peak hours. They have tried things from replacing wires in our box, replacing modems, and adding an adapter for coax --- yet there is no solution. Two techs, including a senior tech claimed it was node congestion and that they would let maintenance know and the issue would be resolved within 3-6 weeks. It has been almost 4 months since then, and nothing has changed. I am at my wit's end, as we are averaging near 1000ms upload latency. Is there anything I can do beyond the previously mentioned "solutions" or am I just stuck having to deal with this until fibre is installed god knows when?

If a congested node has been identified in your area, our network and planning team would be coordinating to get this resolved as quickly as possible for you. In some cases, part of the construction may include the request for permits, which can take some time.
