Re: VPN via TunnelBear app on iPhone - US Data Roaming?

US Data roaming means your phone is physically connected to a cell tower outside of Canada, such as AT&T in the USA or O2 (Oxygen) in Great Britan. If your phone is connected to Rogers Wireless network in Canada, you are on your home network which means No Roaming, so the app your using called VPN is connected to a Canadian Cell Tower, there is no roaming, but if you move your phone sowth of the border and your connected to AT&T, your VPN app will be roaming, infact all apps will be roaming too.

The usa ip address is irrelevant because your phone sends the data to the specific cell tower is how roaming is determined. connect to a Canadian tower and your fine, connect to a usa tower and your roaming, you still get a Canadian ip if you connect to a us tower, cus that's how roaming works.
