We'll be travelling to the Philippines for a few weeks shortly and I was wondering whether it is possible to get my iPhone 4 unlocked so that I can use it there with a local carrier?

Unfortunately the only way Rogers will unlock your device is if its a Rogers locked device & you or someone has a Rogers wireless account with the device IMEI number added into the account for more 90 or more.
Your only option at this point is to unlock it via third party unlocking sites or stores in the city you are in.
I am just experiencing the same thing even though the phone was owned by a previous customer Rogers still won't provide the unlock code untill I am with them for 90 days as well. It's a typical money grab by a short sighted company who's fails to understand that if they were decent and accomodating I probably would stay with them as a carrier however now I will just use the cheapest montly plan they have and wait the 90 days. Then goodbye Rogers and hello anyone that they don't own.
Those are the rules tho. You need to have the IMEI number on YOUR Rogers wireless account for 90 days or more. Remember the IMEI number of the phone can be still listed on the first buyers account & they could have reported stolen while you are trying to unlock it. Many securities & other things play a roll here.
Actually Bell has the same 90 days rule & so does Telus.. If you search on Google or their sites, you will see it on their websites. So its not only Rogers. Its most if not all carriers have this rule. They have the 90 day policy in affect due to the CRTC ruling.
Blame the CRTC not Rogers.

I have an iPhone 5s that is currently locked to the Rogers network. I got this phone from apple on a warranty issue. I’m currently using it with rogers but I’m going to the UK this winter for an extended amount of time and I plant to use it over there. The problem is that Rogers wont unlock the phone because they don’t have it in their system. However no one else can unlock the phone because it’s locked to the Rogers network. I had one Rogers employee say I should take it to a third party to have it unlocked. I don’t plan on doing this as it could void my warranty. I’ve also contacted apple and they can’t do anything about it. Any help would be great. Thanks!
There are several unlocking unlock threads on here. You will need to contact Apple due that it's a refurbished device from Apple and see if they can contact Rogers or white list it so that way Rogers can do it.
The refurbished device from Apple are generic devices that Rogers wouldn't see in their system. That's why they can't unlock it. Also you need to have the IMEI number of that phone added on ur account for 90 days in order for Rogers to. Unlock it for a fee of $50.
Dont know weither this is true or not..
But when my wifes iphone 5 died (like 3 days out of warranty), and apple graciously still replaced it for her.. they gave her one of the 'refurb' ones as well.
(and i know it was refurb, because before we left the mall we found that the battery inside rattled, so they had to replace it AGAIN).
We were told then, that the replacement phones they give out, are unlocked.
Weither this is true to not, i am not sure.... but there was no markings on the packaging he took out of the drawer to say ROGERS, just the phone model, imei, etc on it... just pop the sim card in and go.
