Unable to use mobile internet

I have a data plan but I'm unable to access the internet. This problem has been going on for months. It started on my Nokia N8 and then a few months ago I upgraded to the Razr HD and got a new sim card with it but the problem carried over. I've set up the APN as suggested on other threads but to no avail. How can I fix this?

It could be a provisioning issue on your account. I would call Rogers Technical Support so they can guide you through some troubleshooting.
