After talking to at least 8 different technical support persons from Rogers who claimed to have fixed the problem and didn't, I figured it out myself. Basic protection takes a long time to load. If you get the message it just means you have to wait longer for it to disappear. At least that is what happens with my computer.

i am guessing.. you are talking about the rogers antivirus program?
All in all... personally?
Un-install it.. and use another product.
While it works OK.. over time has proven to run into issues like these which are a hassle, etc.
There are MANY other free programs out there, which do a much better job as well.
(microsoft security essentials, for example)

Avg Free antivirus, or Avast, or whatever works best for the individual person! Have a great day!
