Nope Rogers won't charge you anything. You control the tethering from your phone its not a bloatware app like AT&T that can meter your usage.

Yes but keep in mind 100mb goes really fast with HQ video/picturess and music streaming. That amount is for a whole month so be careful on your usage but nothing will restrict you from tethering and you will not encure any extra fess for doing so (other then the possible overage fees if you go over the plan limit)
