Thanks for this. It makes a lot of sense and sounds like what I am experiencing. FInally booted a PC (I am a mac guy) and the technicians were able to take control and see teh slow speeds for themselves. Second time the engineers are gonna get involved.

ONE TECHNICIAN TOLD ME THAT THE HAVE HUGE ISSUES WITH THEIR SYSTEM BUT THEY CANT ASSUME OTHERWISE PEOPLE WILL TURN DOWN ON THEM. MAKE IT PUBLIC ROGERS AND BE FAIR WITH YOUR CUSTOMERS.

I skype all the time and I havent had a problem until yesterday when we got the Extreme Plus package now the call is interupted every 10 minutes or so, it's laggy  and skype disconnects non stop.
