I've activated a "Share plan" today which comes with the free Spotify Premium service. I set myself up using my phone number and have cancelled my premium subscription on Spotify as well.
However, I haven't recieved word about what promo code to use when I'm in the Spotify account page. Is this supposed to come via SMS? There are no clear instructions around this.
Not sure if this matters but I log in to Spotify using my Facebook credentials but also have my email setup as well. This is the same email that I use to log in to MyRogers

I understand you're trying to register the Spotify as one the the three offers included in the Share Everything + plan, a promo code is not required. I would suggest you first confirm you're on a Share Everything + (plus) plan and your billing cycle date for the new plan has taken effect, then try logging into your MyRogers account online and you should see what's listed in the screen shot:

the billing cycle for my new share everything + plan took effect today and while I see the 3 options (spotify, shomi, next issue) whenever I try to register for spotify it gives me an error stating that the enrolment system is not available. The process for shomi and next issue seems to work.
Anyone else having trouble registering for spotify?

I am having the same problem with Spotifty. Even though I upgraded to a new share everything plan, and I already have the extra data etc, there is no option to get spotify free.
