RECORDING ON PVR WITH TV UNPLUGGED

I am trying to reduce phantom power and want to confirm whether the actual TV needs to be powered on or whether only the PVR box needs to be powered on.

Only the pvr needs to have power (be plugged in with power). It doesn't actually need to be on with the power button pressed it just needs to have a cable feed and a power feed.

I would attach the TV and whatever else to a powerbar that you can turn off but leave the pvr plugged into a normal outlet. Then you can cut down on phantom power usage.
