All updates are received from Samsung, reviewed and then rolled out. Stay tuned to the OS Upgrade Schedule for all OS updates.

from what i see, the OS upgrade schedule doesn't take into account security patching from Samsung or other OEM. The patch that Samsung released is labeled as G925VVRU4B0G9. It isn't an OS upgrade. 

 

So to rephrase my question: has Rogers released Samsung's security update G925VVRU4B0G9 ? if not, when?

I can confirm Samsung has indeed joined forces with Google and will be releasing Android security patches on regular basis, about once a month. We are working to make any patches available to our customers as soon as possible.
