Is ICS on Nexus S compatible with Rogers Network?

I tried both custom and stock ICS 4.0.3 ROM on my rooted Nexus S but I can't seem to connect to Rogers network. It works fine when I revert back to stock 2.3.6 (won't work with CyanogenMod either) so I was wondering if it's the ROM's or just because Rogers isn't compatible with ICS 4.0.3 (and custom ROM's)

You always need to reboot the device right after you change the APN settings. Sometimes it will work auto but most of the times you need to reboot the phone.

darn, still doesn't work 

when I tried connecting to Rogers, it says the network is currently unavilable 😞

 

Edit: it worked after I took out my SIM card and rebooted my device, thanks for the help!
