I am a gamer myself and for the past week I have gotten lag spikes between the hours of 9:30-11:00pm. I still see what other players are doing in realtime but my actions are delayed by 600-1000+ ms

I am receiving the same exact thing, its been a little shaky since Friday but Sunday was the worst. The upload speed is the slowest, same like you I can't even upload a Photo at all. I called Tech Support and all they said was we can send someone over to check it out. I don't understand seeing how you guys and probably a lot more are having the same issue, its most likely on their side.

Bingo,
As I've said in my other post uploading pictures and overall uploading is a mess right now. Rogers will want to send a tech but it will not resolve the issue. When the techs get back to work on Tuesday at some point the issue will mysteriously solve its self. I talked to tech support last night and sure enough they booked a tech in for next Friday I'm sure I'll be canceling this service call as it will be fixed by then.
My problem started at the same time as yours. I bet it's a ton of people but so few post here or even know these forums are here.

Getting consistent spikes here as well. Been happening for about a week now, maybe less?
Games that used to average 50ish ms ping/latency now always spike to ~200 and sometimes to 500+ every 5-10 seconds.
Doing some trace routes reveals at least 1-2 nodes that don't respond, though I don't really know what to do with that information.
I'm located in Kitchener, and hope this is a problem on their end that they're aware of and will fix soon.

All right thanks, here are a few for the two games I play:
Two Path of Exile servers
Starcraft 2 server
Here are a few random sites:
Youtube
Seems like it's able to complete a route to some of those major sites, but not completely for facebook or the game servers.
Let me know if that tells you anything.

I posted some tracert's on the previous page too. I've got a tech coming out Friday I booked it late in the week because I'm pretty confident the issue is isolated to it being a long weekend in Canada and the senior techs are not working. (I can cancel when my service mysteriously fixes itself) I expect the issue will be resolved Tuesday or Wednesday at the latest when they've returned to work. Speculation it is but my past experiences being a Rogers internet consumer since launch has always showed the pattern reliably except once for a software ROM push to our modems that was packet shaping and took a month or so to resolve until the next update came through.
There are of course individual unique situations for some that require a tech coming out but for the most part if no changes in software/hardware what so ever have been performed at the user end you can pretty much be certain something has gone on the fritz at Rogers end that typically don't get addressed on weekends properly.

That was pretty much my assumption, no one moved any wires around, we only got one hookup coming from my room, I got the newest Modem from Rogers a few months back, nothing has changed, I even reverted my Modem to Factory settings, left it off for a half hour. I called them back today and they sent out a ticket to the head engineers department to look into it futher. I kept my appointment just in case, at this time its seems a little better, still not getting what I am paying for, not even close but enough to work on my Websites for now.
