Express Pass - Cannot activate, is this a Rogers Ploy?

I've Been Here Awhile

Called 3x each person indicated we do qualify for the express pass, but surprisingly I cannot activate it (maybe Rogers wants us to think we can have it but does not allow us to activate it... bait and switch?)

the error message is as follows:

 

Unfortunately we cannot process a request for a Speed Preview at this time. Our records indicate that your Speed Preview invitation has expired.  Should you wish to enjoy faster speeds and increased usage allowance you can upgrade to Express by visiting rogers.com or calling 1-888-ROGERS1.
For more assistance please call us at 1-888-ROGERS1 (1-888-764-3771) to speak with one of our Customer Care representatives.
        

speaking with 3 different ppl does not resolve, hoping someone has had the same issue?

for the record I have only used this pass once 2 years ago... we are allowed 5x/year and it has not been used or activated once
