Hello,
I have the 250u ignite package and both download and upload speeds have been reliable. I have a mixture of wired and wirless devices, all with gigabit lan cards, and/or ac wireless cards. Modem is in bridge mode and I have a decent AC router. So, my upload speed is now a max of 1 Mbps compared to the 20 - 22 I was getting. The behaviour is the same on all of my PCs. I made sure I tried each in isolation. I also reset the modem so I could look at the stats, and tried a speedtest connected directly to the modem. The result was the same.
Below is a picture of of the modem stats. To my untrained eye, they look okay. I started an online chat with a tech, but I declined to give hom access to my pc, and he said he will have to submit a ticket to engineering. My download speeds are fine, and the cable tv is working normally. Do the modem stats show anything amiss? What are the magic words to say to a tech? I do not want to give remote control of any of my PCs so that someone can empty my browser cache and reset network adaptors. There are the privacy and security aspects as well. At any rate, my issue is not PC related. Any idea of what could be causing the (very) slow upload speed?

Similar issues in Richmond Hill. Download speed is fine, but the upload speed is only 0.5 Mbps.

Seems to be performing well from 1am to 1pm, but upload speeds drop significantly in any other time.

Well, it would appear it is definitely a time of day issue. I've been monitoring this problem that is now going into the second week and I have noticed at certain times of the day a return to normal service. In Barrie at 4:30 AM a solid return to normal service. Approximately 200 meg download and 16.30 upload. In the early afternoon around 2:30 PM onward the upload slows to 2.03 -3.16 or so. I performed a speed test around 10:00 PM last night and was still getting slow upload speeds.
The customers testing different firmware is appreciated but I think that is a waste of time. I've been running the latest firmware and test my speed weekly and didn't have an issue until like I said almost going on into our second week. The lack of response from Rogers on this board is concerning. They could provide a public update on this issue. The fire in an underground vault in NY City that I was told by Rogers Tech support to be the cause is false.

Ajax 640 am upload speed back to normal but I agree its a time of day thing when I get home tonight I will have .50 up again making gaming impossible

@I agree that an update would be great. Although I'm curious as to your comment on the report being false. I was told the same statement from a representative via @rogershelps, I assume a lot of people are in the same boat and were told the same issue. If that statement was false that would be a very bad look for the company. Can you pass along your source?

I just finished one of my first streams on Twitch in over 2 weeks and its still hanging at 32 megs upload!! I will continue to monitor the situation but so far so good.
Fingers crossed it stays that way. Keep them speed reports rolling in though.

perhaps we should have started a new thread instead of hijacking a thread marked as solved, i dont know if that gets us any more from rogers, they have commented here but no real explanation. i was told by them monday it was being looked into in my area and to give it two days. I also asked how they were going to make up for the fact i havent been getting what i pay for, they gave me a 14 day credit on my internet.

Upload seems solved but my downloads are still poor for 500u internet (500/20)

Well, this is starting to look promising. I've been monitoring the speeds all day here in Barrie and so far so good today. At 5:08 PM 6/13/18 my connection is once again solid and a return to normal. I will test again later this evening.

London here. Normally at this time, 5:15pm, upload has been around 1-3 mbps the past few weeks. It's now what I'm supposed to get, 15mbps. Let's hope the problem has been solved!

Looks like my latency (and in-turn speeds) has returned to normal ever since 2am last night.

Looks like my upload is back to normal now 10u.
tech was just here for nothing I guess. since it wasn't a line issue.

@hector316 you should call rogers, maybe you having line issues if you cant get higher download.

Upload has been high 30s like it's supposed to be.
All day.
Been Twitching all afternoon and maybe 1% dropped over a 2 hr stream.
Looks like it's back to normal up here. I'll keep watching.

Getting normal connection and speed this evening. It would appear they are making some headway in repairing this issue. I will keep monitoring and post if the problem persists. My firmware is the latest and hasn't changed.

I just switched to Rogers few days ago from Fido (75/10) and I do face the slow upload speeds.
I am in Warden and Danforth (GTA) and I have the 500u. While my downloads are fine 530Mbits
my upload speeds are 3-4Mbits. I have the Coda 4572 with the 34T6 firmware.
It seems these uploads problems are all around.
Today suddently I have normal uploads (20Mbits) but I am not sure if it is going to stay like that.
