I have the 250u ignite package and both download and upload speeds have been reliable. I have a mixture of wired and wirless devices, all with gigabit lan cards, and/or ac wireless cards. Modem is in bridge mode and I have a decent AC router. So, my upload speed is now a max of 1 Mbps compared to the 20 - 22 I was getting. The behaviour is the same on all of my PCs. I made sure I tried each in isolation. I also reset the modem so I could look at the stats, and tried a speedtest connected directly to the modem. The result was the same.
Below is a picture of of the modem stats. To my untrained eye, they look okay. I started an online chat with a tech, but I declined to give hom access to my pc, and he said he will have to submit a ticket to engineering. My download speeds are fine, and the cable tv is working normally. Do the modem stats show anything amiss? What are the magic words to say to a tech? I do not want to give remote control of any of my PCs so that someone can empty my browser cache and reset network adaptors. There are the privacy and security aspects as well. At any rate, my issue is not PC related. Any idea of what could be causing the (very) slow upload speed?

But there's no details as to what the service interruptions are. So I have no idea if it's related or not to my problem above.
I know how much of an inconvenience slow upload speeds can be especially when you've had a technician out and issues are still persistent.
Are you still having issues even after the outage in your area was resolved? It's possible the work in the area could be related to the Ticket that was escalated so I am hopeful you will notice some improvements now.

I actually upgraded to the 150u package today, and the download speeds have been great, almost 200mbps! However, upload speed (and ping) are still quite poor unfortunately. For instance, right now it's 2.5mbps upload using speedtest. It's been like this pretty much all day, ranging from 2-5 upload. I'm hoping to use my new 15mbps upload soon!
I checked with RogersHelps on Twitter, and gave them my ticket number. They responded with: "I see your issue has been related to an area congestion issue. Our engineers are in the process of fixing the issue. I don't see a firm estimated time for when it will be fixed, unfortunately. However, we've been working on it since the 1st so I can't see it taking much longer."
So my problem isn't fixed yet. Maybe it's unrelated to the service interruption in London that was posted in the Service Interruptions thread. I'll check with RogersHelps tomorrow probably, and ask them the status of the ticket.

Thanks for providing us with an update on this matter! Congestion issues can be difficult at times to narrow down but it is a good sign that they have identified the issue and are working towards a solution.

Realistically, how long should it take for my issue to be resolved? Anyone have experience with them fixing congestion issues? Customer Service mentioned it's being worked on since June 1st. Still, my upload is terrible. Under 2 mbps right now. Download seems to have taken a hit too. I'm just wondering if I can expect it to be resolved soon.
I noticed the new software version 22.214.171.124T1 seems to provide extreme slow upload speeds. I just hooked up a new laptop and wanted to run a speedtest and the meter just does not even move and sometimes it does go up to 560Mb (I am on 1Gb). I am in Guelph and the upload used to be 30Mb and is now 2 or lower. Now I also read about hardware version 2A should be on the modem, but mine shows Hardware Version 1A.
The speeds in the local network are fine
So it is not the speeds internally but clearly the upstream speed.
Loss of upload speed when using ethernet cable connection
Hi I live in 1080 Bay St (M5S 0A5) condo and currently using 500u package. Few days ago, I am having strange loss of upload speed when using cable (using Wi-Fi fixes it though don't know why). I don't use Bridge Mode or other secondary routers being connected to modem. I am using MSI GT series Gaming Laptop with direct connection to modem, and I am the only one using the internet in my suite.
There is huge differences in speed when using cable and wi-fi. When I took the speed test, upload speed when using cable is only about 0.8~1.6 mbps, speed when using wi-fi, it is about 20 mbps, noticeable difference.
Also it seems that loss of upload speed is affecting the browsing speed too, some sites such as Telus, TD Canada, U of T webmail are often take some time to popup and even tells me that loss of connection due to network issue or some sort. Again, switching to Wi-Fi fixes this problem.

Used to get 950 down and 35 up....... back in November of 2017, now I get 509mb and 2 up.....
Billions of calls/live chats only get a "don't see anything wrong". Escalated it to get a tech sent out and will probably get the same thing.
He/she will be changing the 20 year old drop to the house though.
We Twitch at home but haven't been able too in over a week!
I am in Kanata, Ottawa and I have been having these exact issues for about a week+ now. 4 till about midnight my upload speeds begin to drop to 1 or 2 streaming on twitch becomes worthless, dropping frames left and right.
i never had this issue before it started happening. Tech came out on thursday, changes some cables, removed an old amp. said all seemed fine other wise. still having the same issues, every day, at the same times. the later it gets the worse it gets. seems to start getting better at midnight, but i dont stay up later then that to check honestly.

I am also experiencing these slowdowns. No issues with download as it is a constant 190 to 200 MBps down but my upload is capping at 1 to 2 MBPS where it used to reside at 10-15. This has caused numerous issues with both streaming as well as playing games. Swapped out cables as well as testing on family laptops with no luck.

the exact same issue here.
Using 1Gbps plan now, used to have 920-950M down 30-33M UP, and now getting 200-500M down and 1-5M UP 80% of the time.
I got very consist upload speed before. I will get 30Up every time no matter what the download speed I got at the time.
But now the upload speed is unacceptable.
188.8.131.52T1 did not solve my problem.
Ya I'm having the same issue I'm on software 184.108.40.206T6 and I used to get 850-950 down and 30-35 up, now I'm getting 200-450/500 download and like 2-5 upload. I changed the modem thinking it was that but still the same thing. On the plus side the "new" modem now get a lightish blue color light for downstream instead of solid blue like before, upload icon still solid blue.
Not sure what's going on and this has been going on for a week or so since I changed the modem.
Had a tech out. Apparently nothing is wrong with the modem or lines in my house. He replaced a bunch of connections but determined it wasn't anything on my end. Called in Maintenance to look at the output in the area as it may be a usage issue.
Frustrating. Still no fix.
Mine's back to normal now. 500-600 down and 20 up. Looks like my package is obsolete now that the only choices are 150m or 1G. Have to see what I can negotiate for the 1G package?
Saw the same issue with my 500/20 package, down to 250/2 past couple days. Called in and was told a manhole fire in GTA somewhere damaged a main fibre line. Working on it and hoped to be fixed by tonight?
