Blocking YouTube from 10.0.0.1

We have a Ignite router and I want to see if it's possible to block YouTube so that kids don't spend too much time on it. So far I tried the following steps.
1. Logged into 10.0.0.1
2. Under Parental Control I went to managed sites.
3. For URLs I entered http://youtube.com and https://youtube.com and for keywords I entered youtube.
4. Selected the devices which should not have youtube access (android and apple tablets). For the rest of the devices at home we ticked them as trusted.

But doesn't seem like YouTube has been blocked.

besides setting the sites and devices to block...

 

Is it possible that there is a "parental controls ON - OFF switch" that has to be set?

I have twitch blocked this way, but I do have the www. in front. I block www.twitch.tv only during school hours here. Works

I do not think you can configure unless it is enabled.
