If u feel like the company isn't giving you what you want, u have a choice to leave. Unfortunately for many, they can't due to their business and or corporate accounts.

Do status changes to "shipped" happen only between the same hours as status changes to "in progress?
Between 4pm and 11pm eastern time?
or can it happen at anytime?
still no status change to shipped today. business day #6 coming to a close. looks like another weekend without the phone. so frustrating.
Well, I just hit the 8 week mark. Still sitting @ 20 and I haven't budged in a good 2 weeks. I'm not going to lie, but the selfishness happening on Rogers end right now is mind boggling. They still haven't allocated ONE SINGLE iPhone7 + to corporate!
I'm in the exact same boat as you. i was #2 for the 128GB jet Black 7+ and went in progress on 10/13/2016 as well and i'm still waiting for it to be shipped as well. A few people in the same line as us have received it already middle of last week.
