Hello everyone !
I live in New Zealand and have a brand new iphone 4S.
I got this iphone, originally sealed from Canadian visitor.
I could not activate this in NZ because this was locked with a carrier lock with Rogers.
This phone has never been activated by any sim card yet.
I heard Rogers have changed the unlock policy on 28th March , 2013.
Please help me…
1. Can I unlock this iphone from Rogers despite of living in New Zealand?
2. if I can, would you let me how to do ?

Likely the phone CAN be unlocked now under the new policy..
But it would have to be by the original person.. even with no sim in it yet, the EMEI number, etc would have been on the person's account if they bought it outright, or on a contract, etc.
It needs to be the original owner of the phone, which does the unlock.

I am not the original owner and I am not in based in Canada. In that case, how do I pay them and get them unlocked?

The original owners needs to have the phone unlocked. Rogers may not unlock it as u are not the original owner. That is the policy.

Thanks but where to locate the original owner. Someone has sold those phones to my Uncle saying "they are unlocked" but they are locked

You need to contact the person you or your family bought the phone from. They should know once they speak to them. Other then that, you wont be able to find out who the original owner was.
