That is correct. They can not allocate all stock towards the pre orders.

As said before. Stock will be Allocated to business / corporate customer pre orders, regular consumer pre orders and reservations, store and walk ins and also call center orders.

Rogersdirect for pre ordering for business has only been saying pre order the pixel. Any idea why there is no option for iPhone for business reservations?

Its because most went and did the pre order with Apple Canada instead. Its know that many will take that route instead of even Best Buy as well.
