If you're upgrading, I believe it does have to be the specific Rogers account holder, because you have to go through the entire process of upgrading via the Rogers system while you're there. That's when the name of the Rogers account holder pops up on their screen, and they ask to see your ID to make sure that you're the account holder and is legally allowed to make changes to the account, as well as sign the agreement/contract.
