I was very upset with Rogers for increasing my phone plan price 2 months after I signed up. Feels like I was lied to as a consumer for what I signed up for. I have ported out but the network is just stronger with Rogers. How does one get in touch with Winback team to see if we can work it out together?

I am sorry to hear that you have left Rogers and ported out.
There is no way to reach the Winback team directly unless they contact you first. There is no guarantee that Winback will call you if you cancel your services with us.
