Undisclosed Setup Fee

I was solicited by phone last week to try the Xfinity mobile internet. I agreed to try it as they sold it as risk-free with a 30 day return policy (no shipping fee on return either). I haven't even received the equipment yet but I received an email stating a $75 setup fee to create a new Rogers account (I am with Fido). Is this fee refundable, or should I refuse the delivery of the equipment on arrival? I am not interested in trying it if there are associated fees as I doubt the speeds will meet our need anyway, I only committed because they assured me there was no risk or fees.
