We recently travelled out west to Seattle for the holidays and were pre-registered for Roam Like Home. We have seven lines with Rogers. While in Seattle the phone call would not work. We had a emergency to call our travel insurance company in Canada and the call would not go through. No way to contact Rogers as well. Came back and called Rogers and spent over three hours explaining our issue and frustration. The service advisor kept saying the charges apply even though we had no access to making or receiving calls. Anyone else had this issue.

Thank you for posting your query in the forums. Roam Like Home is active only on days when you make or answer a call, text, call your voicemail or use data while travelling. Once active, it will be valid until 11:59 p.m. of that calendar day based on Eastern Time (ET). If you don’t want to use Roam Like Home, switch your data roaming off and avoid making or answering calls or sending texts.
If you'd like us to check your wireless usage on a foreign network please let us know and we will do so.

@Cricketej you may have been affected by the 3G/HSPA shutdown in the U.S. If you haven't seen this page prior to your departure, please have a read thru it:

This is a problem caused by the 3G/HSPA shutdown by many U.S. carriers, combined with older cell phones in use by Canadians who travel to the U.S. End result, you need to ensure that the phone that you intend to travel with can run 4G LTE and VoLTE.

should have a big warning that encapsulates the earlier page that I linked.
When you're in the U.S., depending on where you're travelling, you might find that your phone either doesn't work, or, text and data works, but, voice calls do not. It will depend on whether or not Rogers U.S. partners have a nearby tower, which might provide some limited services due to the 3G/HSPA shutdown.
