Primary line - "downgrade fee" for additional lines

If I want to upgrade my primary phone ($0 devicetab), and take a premium plus plan which is $20/month more expensive than my existing plan (with higher data overage), why do I have to pay off all of the devicetabs for the other phones on my Share Everything plan? I have to pay for a more expensive plan, for less included (i.e. higher overages for data) AND pay off 3 others phones' devicetabs, after waiting for mine to get to $0? Meanwhile, those 3 other phones have all upgraded with none of this drama because they're not the "primary" line...

It sounds like there are still subsidies on the lines, but we are happy to take a look.
