Phone Services Abroad - Roaming Charges

Just wondering if I get charge on my bill when I’m traveling but my data is off.
I get calls but I don’t know if answering cause roaming fee. Also is just open the wifi to get signal

Turning data off is not adequate.  See the following link on how to avoid or minimize roaming charges.
