Normal or Overcharge?

I have the Rogers ShareEverything+ Plan and I'm paying $395 a month for my family. I just got my eBill today and it says I owe $705. I opened my account on December 26th, 2016, but it says my cycle ended on January 3rd, 2017 and January 23rd, 2017. Is it me or is a month now 20 days?
