International long distance included in plan?

I would like to know if Aruba is covered in the 1000 minutes of long distance calling included in my calling plan on my cell phone

I presume you mean the 1000 minutes for $5 plan under: https://www.rogers.com/mobility/add-ons

It says, 1,000 international minutes to select countries

1,000 international long distancelong-distance minutes from Canada to U.S., India, China + Hong Kong (excluding Macau and Taiwan), the United Kingdom, Mexico, and Bangladesh.

I do not see Aruba on that list.
