Disable Roaming on a Cruise Ship

I have Rogers US plan.

I called Rogers to disable / blocking international roaming.

Rogers REP said I still able to use my US plan as US isn't international roaming.

Cruise ships will turn on their own cellular network while at sea.

Is cruise ship cellular network considered as international roaming?

Disable / blocking international roaming will also prevent connect to cruise ship cellular network?

This way I don't have to turn of airplane mode or remove/disable SIM card on the cruise while at sea.
