1) How do I get my Cell phone contacts into Rogers One?
2) How do I get my Gmail contacts into Rogers One?
3) Where will the 'merged' contacts reside?
4) How do I remove any duplicate information?

Hi zarcomb,
In order to merge your cell and other contacts with Rogers One Number you will need the Rogers One Number App.
It works in the background and ensures your contacts are always up-to-date and in sync.

How do I import my Gmail contacts into my Rogers One contact list?
I'm running Windows 7.5 on a Samsung Focus (SGH-i917) and it is not included in your list of supported devices which run the Rogers One Number App (which from your answer above, appears to be the only solution you've provided).
Is there some way to import my contacts through the Rogers One web site using my PC (Windows 7 Home Premium)?
