I still use analog cable in my home, specifically because I don’t want or like the converter boxes offered by Rogers. I have now been informed that I will need a digital adapter with a "convenient" remote control - exactly what I do not want).
My TV's are all new and have digital encoders built into them. In the US, are digital adapters required ON TOP of a digital TV? It is my understanding that these adapters are required because Rogers encrypts their digital signals which is why this box is needed. Is this a problem in other jurisdictions?
I for one am fed up with these cable companies and am considering getting a digital OTA antenna and leaving them forever. The only reason I am still with them is because my wife like to watch a few specific channels.

Yes, the digital adapters are required in other jurisdictions, including the U.S. At least Rogers (for now anyway) is not charging for these, unlike Cogeco, which has a $2 rental fee for each digital adapter.
Pauly, I can understand why some people would not want a digital adapter. With the digital adapter you are no longer able to pre-schedule multiple recordings on different channels. So if you have a VCR or DVD recorder, you are restricted to recording on one channel at a time since your DA is not capable of automatically switching channels.

dont give any misleading info please, cogeco also does not charge for the adaptors, they only charge for "additional" ones, which is a non-issue, but this is the rogers.com website so we should stick to the topic.

Also, the OP questioned what was going on in other jurisdictions, so the fact that the digital adapters are being provided free of charge by Rogers but a $2 rental fee is being charged by Cogeco was relevant to his post!

For the most part, theyre free. I have confirm this with 2 family member who live in cogeco territory west of Winston Churchill blvd. The charge is for ordering additional units beyond what you qualify for. Rogres has similar rules for this too, but charge you for additional outlets, same thing, different fees. now lets get back to topic once and for all.

All I can post Pauly is what Cogeco posts on their Website and that is a $2.00 charge for each digital adapter. I too have confirmed with a friend who lives in Windsor and he is indeed being charged by Cogeco for his digital adapters. If you don't like what Cogeco has posted, take it up with them!

Sorry, folks, but I'm not seeing a clear answer to the question, "If I have a digital TV (without an HD box) do I still need the adapter to receive the digital channels?" (Rogers' FAQs are of no use here.)
I've seen both "yes" and "no" answers. Which is correct, and why?

You need one or the other - either a digital terminal or a digital adapter. If you do not have a digital terminal (HD or SD) you will lose many of your stations unless you get the free digital adapter. My understanding is that without the digital adapter, some channels (2-27) will continue to work for now, but anything above that will be lost.
