I'll be visiting Montreal in June and July.  I have an unlocked Nokia C1-00 dual-SIM GSM 900/1800 backup phone.

If I buy a Rogers SIM and some air time in advance will the phone work?

No, Rogers GSM frequencies are 850 and 1900mzh, so it will not work.  Those are european GSM frequencies on your C1-00 (assuming those are GSM and not HSPA frequencies), and will not work in north america.
