I don't know if they are paid to lie. It's a possibility I suppose. They always seem to play dumb on this issue. Perhaps they are just horribly uninformed and are kept in the dark about traffic shaping and throttling pratices by Rogers??

I have the exact same problem. I called Rogers tonight and spoke to this "James" who claims that Rogers don't throttle or limit our speed at all. They "packet-shapes" it, which I don't see the difference as long as it is affecting me. He even tried playing word games when I asked him about the policy previously mentioned in this thread. He said managing does not mean throttling our speeds. Which is the weakest thing I have ever heard in my life.
I am not a person after great speeds. I currently have the extreme plus but it's only to make sure I get what I want. I'm look for a decent speed with 300kbps or a little bit less is okay. For the past weeks I have been receiving 80kbps max when I use my P2P software to watch videos. I am a supporter for internet control to mantain an okay speed for everyone, but 80kbps max is ridiculous and unacceptable.
I've been with several technical supports to make sure the problem is not from my end. My test came out perfect everytime. I cannot claim myself to be technological savvy when coming to networks, but it appears that I am not the only one having this problem. I am sure people who's more knowledgeable did there test and homework.
Rogers, please stop abusing your customers just because you can. Give what we are paying for as it is our right. I tried your adivice with your rep to limit connections to 5 and go to the super torrent site you suggested. I am sorry you that I was dissapointed again that it's complete **bleep**.
I live in Ottawa. I'm sure I am not the only one who's getting this. I am sure it's not from my end. I am sure the problem is with you. This is a seriously issue that needs to be looked at. So fix it.

Rogers, ever since you have been putting hidden SSID's on the Docsis 3 Modems for the bs firmware, my uploads for bit torrent are no faster than 5 KB a second. I demand and pay for an upload speed of 2MB (I know I would never get a 2MB upload) but I have and will definately get allot more than 5 KB. Everything besides utorrent for uploads is quick. I have placed a ticket in your **bleep** and believe me when I say that, you will be fixing this. I am not paying for a service that is not provided to me and will gladly cancel and go with someone else. Don't try and brush this case off like you did with many others. Your Technical Support team lacks the knowledge that it needs to support people. I do not appreciate calling up and having a book worm tech support person give me ridiculous answers.......I will school him. I have heard many people tell me who lack the knowledge, some of the things that your tech support people tell them just to get them off the phone. I & many others want the uploads fixed or we will be jumping ship.

Oh man, the Forum Admin deleted my post. I had noted that I called Rogers tech support to confirm if they are throttling P2P and they did confirm. Bet you they will delete this post too. I have been getting slow speeds since upgrading to Express from Lite last week. Downloads max out to around 150Kb on average and uploads OKb. Rogers is too evil an entity. Express is the service that costs $47/month with 10mbps and 60GB, remember Rogers?

Have been arguing with Rogers about this for over a week. Each time I email them I get a different person and a different policy. When they don't deny, they play dumb, and when not that they tell a different and often conflicting story every time. They also say they only throttle your P2P application but my whole internet drops to a dead stop. I have EXTREME service which must stand for "Extremely slow". As soon as P2P application is closed it starts to work normally again.
And this started immediately after Netflix announced their Canadian presence. Till then it was not a problem.
I had a similar argument with them a couple of months ago. They claimed repeatedly that 75% and 100% useage notifications were real time. I claimed they came a day to 2 days later. I proved to them twice that they were full of sh*t with screen shots from their own website with the time and date shown.

This policy claims ROGERS limits to 80 k/sec on the upstream om P2P applications.... well that is absurd or blantantly false from my expierence.
The highest I ever got was 48 k/sec. EVER in all my years using Rogers. Recently since NetFlix came out the limit has been about 5-10 k/sec MAX (usually somewhere between 0.2/2.5k/sec) [No this has nothing to do with who is connecting/their speed...blah blah blah].
If somebody gets a higher upload speed using Bittorrent or any other P2P application please take a photo.

This traffic shaping is keeping me from playing world of warcraft, starcraft 2 and black ops, and thats primarly what I use internet for. This has beeng going on since September.
If rogers doesnt put an end to this bs, I will be looking at another service provider when I move.
