Overcharged for incoming call on 1cent evening plan?

I am on the 1 cent evenings / weekend plan. I received a call at 8:15PM last night, and noticed that I was charged $0.39 / minute for the call.

 

Does the $0.01 only apply to outgoing calls?

Using the easter-egg optiont to talk to a person, I found out that the transaction history is listed using Eastern time, not local time. So it seems my incoming call may have happened at 7:15, not 8:15 - I will have to keep an eye on this.
