I suspect it's the MEP code that needs to be reset. Call Rogers and ask them to escalate it directly to RIM. Only RIM can unlock it for you. Rogers will probably think you're talking about the password code (maximum 10 attempts to get it right) that you've exhausted. They might even think you're just trying to unlock your phone for use on another network. You need to convince them that it's the MEP code that needs resetting and you need to be escalated to RIM.
