Why aren't customers automatically in Ignite?

I'm currently still on the old grandfathered Rogers Ultimate 1TB paying $130/mo + $12 modem rental fee. Why hasn't rogers taken the courtesy of updating peoples account to the new Ignite since it's the same speed teir, no caps, and a much lower price...
